Recyclability performance grades are a harmonised European scoring system evaluating how efficiently a packaging unit can be recycled at scale. Under the Packaging and Packaging Waste Regulation, materials receive a grade from A to C, dictating their market access and compliance fees.

For many years, the concept of recyclability was a fluid marketing claim. An e-commerce merchant could label a plastic pouch as recyclable simply because a specific laboratory proved it was theoretically possible to melt the material down. In practice, however, municipal waste facilities often lacked the infrastructure to process complex composites, meaning millions of tonnes of theoretically recyclable packaging still ended up in incinerators or landfills.

The European Union is fundamentally changing this dynamic by introducing a strict, mathematical grading system. Instead of allowing brands to self-certify their packaging, environmental regulators will require every single packaging unit to be assessed against objective design criteria. This shifts packaging design from an environmental goodwill exercise into a hard legal requirement. If a shipping box or primary container cannot achieve a passing grade under these new rules, it will face steep financial penalties and eventually be banned from the European market entirely.

What recyclability performance grades actually mean

At its core, the grading system is a regulatory tool designed to force the consumer goods sector to standardise its packaging formats. By 2030, recyclability performance is based entirely on design-for-recycling criteria. The intention is to ensure the circularity of the resulting secondary raw materials, demanding that they are of sufficient quality to substitute primary raw materials.

The European Commission, supported by standardisation bodies, will establish detailed design-for-recycling criteria for every major packaging category, from glass bottles to flexible plastic films. When a merchant or manufacturer designs a package, they must evaluate it against these parameters, calculating exactly what percentage of the unit can be successfully recovered.

To enforce this, the grades act as a filter. Packaging that scores 95% or higher earns a Grade A. Anything falling below the 70% threshold is legally classified as technically non-recyclable.

Starting in 2035, the assessment becomes even stricter. The grades will be based not just on the theoretical design, but on whether the packaging waste is "recycled at scale". This means the packaging must be collected, sorted, and recycled in installed infrastructure using established processes proven in a real-world operational environment. If the recycling infrastructure does not exist at a wide commercial scale across Europe, the packaging will fail the assessment regardless of its theoretical design.

Before a product can be sold or shipped to a consumer in Europe, the economic operator must assess the packaging's recyclability and formally document the resulting grade. This assessment is not a casual estimate; it must be backed by rigorous evidence contained within the mandatory Annex VII technical documentation.

Because the European rules introduce a mirror clause, merchants cannot bypass the rules by manufacturing their packaging outside the bloc. Imported packaging must conform to the exact same recyclability performance grades as packaging produced domestically. Thresholds and deadlines for market access

The implementation of these performance grades follows a staggered timeline to give supply chains time to adapt. By 1 January 2030, all packaging must be assessed and achieve at least a Grade C.

Over time, the minimum passing grade becomes stricter. By 1 January 2038, the lowest acceptable tier, Grade C, will be phased out entirely, and packaging must achieve at least a Grade B to remain on the market.

Common misconceptions about recyclability performance grades

I can just pay a higher fee if my packaging fails the assessment. This is incorrect. Under older environmental directives, merchants could often place unrecyclable materials on the market if they accepted a heavy financial penalty from their compliance scheme. Under the new regulation, packaging that scores below 70% is legally banned from the European market entirely. You cannot buy your way out of the restriction.

The grading system only targets single-use plastics. While plastics face heavy regulatory scrutiny, the grading system is strictly material-neutral. The mandate to assess recyclability and assign an A, B, or C grade applies to all packaging categories listed in the law, including paper, cardboard, glass, aluminium, and steel. A poorly designed glass bottle can fail the assessment just as easily as a plastic pouch.

A small plastic window will not affect my cardboard box grade. The assessment evaluates the entire packaging unit, including its closures, labels, and viewing windows. Because the grade relies on a percentage threshold, adding heavy non-paper components to a paper box reduces the overall recyclability score. 2. Phasing out multi-layer pouches A pet food brand currently uses a complex pouch made from fused layers of plastic and aluminium. Because these materials cannot be separated at scale, the packaging scores below the 70% threshold. The brand must redesign the pouch as a mono-material plastic to avoid the 2030 market ban.

3. Upgrading a Grade C design before 2038 A cosmetics manufacturer sells lotion in a plastic tub that achieves a 75% recyclability score, placing it in Grade C.
